Does the application file the paperwork on official portals (interconnection, inspection, incentives)?
No: filings happen on the official portals, as today. The application is your internal register — what is where, since when, with which documents. Since the code is exportable and standard, a developer can add integrations if volume justifies it.
Incentives and procedures change often — does the tool keep up?
You describe YOUR real steps, in your words: if a procedure appears or disappears, your steps evolve with your description. The application structures your process, it doesn't impose a frozen framework.
Can we also track after-sales service once systems are live?
